COVID-19 Emergency Fund: Grants administered by Torfaen council

On the 23rd December 2021, the Welsh Government announced they would be making £120m available for nightclubs, events, retail, hospitality, leisure, tourism businesses and their supply chains impacted by the move to alert level two.

2 grants are being administered by local authorities:

  1. NDR Emergency Fund
  2. Emergency Business Fund (Discretionary)

 NDR Emergency Fund: January 2022:  Now open

Local Authorities will deliver a Non Domestic Rates linked grant fund to non essential retail, hospitality, leisure and tourism for rate paying businesses.

The purpose of the ERF NDR grant scheme is to support businesses with their immediate cash flow and to help them survive the economic consequences of additional restrictions introduced on the 26th December 2021 necessary to control the spread of Covid-19.

Depending on the premises you occupy, a Non Domestic Rates (NDR) linked grant of up to £6,000 may be available.

The funding is intended to cover the business impact from the 13th December 2021 to the 14th February 2022. 

i) Grant A: 

A £2,000 cash grant payment for hospitality, retail, tourism and leisure businesses or supply chain businesses supplying these sector with a greater than 40% drop in turnover over the funding period, with Small Business Rate Relief (SBRR) qualifying hereditaments with a rateable value under £12,000

Grant A will also apply to ratepayers eligible for charitable relief and Community Amateur Sports Clubs (CASC) relief, operating in the hospitality, retail tourism and leisure sectors occupying properties with a rateable value of up to £12,000. Also not-for profit bodies operating in these sectors and receiving discretionary rate relief may also be eligible 

The same ratepayer may only receive this grant for a maximum of two properties in each local authority.

 ii) Grant B:

A £4,000 cash grant payment for hospitality, retail, tourism and leisure businesses chain businesses supplying these sectors with a greater than 40% drop in turnover over the funding period, with qualifying hereditaments with a rateable value between £12,001 and £51,000

Grant B will also apply to ratepayers eligible for charitable relief and Community Amateur Sports Clubs (CASC) relief, operating in the operating in the hospitality, retail, tourism and leisure sectors occupying properties with a rateable value between £12,001 and £51,000. Also not-for profit bodies operating in these sectors and receiving discretionary rate relief may also be eligible. 

 iii) Grant C:

A £6,000 cash grant payment for hospitality, retail, tourism and leisure businesses chain businesses supplying these sectors with a greater than 40% drop in turnover over the funding period, occupying hereditaments with a rateable value between £51,001 and £500,000. 

Grant C will also apply to ratepayers eligible for charitable relief and Community Amateur Sports Clubs (CASC) relief, operating in the operating in the hospitality, retail, tourism and leisure sectors occupying properties with a rateable value between £51,001 and £500,000. Also not-for profit bodies operating in these sectors and receiving discretionary rate relief may also be eligible.

 For all businesses, their hereditament must have been on the NDR rating list as of the 1st September 2021 and the ratepayer needs to have been in occupation of the property as of the 30th November 2021.

  • Businesses will need to re-register their details through a quick and easy online process in order to receive their payments.
  • The scheme will be open to applications from Monday 10th January 2022 to Monday 14th February 2022.  (5pm)
  • Applications received after the closing date will not be processed.

Emergency Business Fund (Discretionary):

 The Welsh Government introduced the Emergency Business Fund to support businesses (principally in the hospitality, tourism, retail and leisure sectors with a minimum turnover of £10,000 per annum, with cash flow support and to help them survive the economic consequences of restrictions put in place to control the spread of Covid-19 by the First Minister in his announcement on 22nd December 2021.

This fund is designed to support businesses who do not have a property or are not eligible to apply for the Non Domestic Rates Grant (NDR). You cannot and should not apply for this grant if you pay business rates. The fund is intended to support costs for the period 13th December 2021 to February 14th 2022. 

i) Grant A:

A £500 cash grant payment for hospitality, tourism, retail and related supply chain businesses which do not employ anyone apart from the owner, and do not have a property.

 ii) Grant B:

£2,000 cash grant payment for hospitality, tourism, retail, leisure and related supply chain businesses who employ staff through PAYE (in addition to the owner).

Supply chain businesses are defined as those which supply hospitality, tourism, retail and leisure that can demonstrate a material impact of greater than 40% drop in turnover to their enterprises as a result of the additional restrictions in the period between the 13th December 2021 to 14th February 2022 compared to the same period in 2019 / 2020 or if a new business after that date in September / November 2021.

Applications for this support are due to open on the Torfaen council website for eligible Torfaen businesses from Monday 17th January

Please note that the Welsh Government ERF administered applications for businesses with a turnover of more than £85,000 will open in the week beginning 17 January 2022 and remain open for two full weeks.
